8. (tie) University of Virginia (Virginia)

"One of the country's best public universities, the University of Virginia is located on one of the country's most stunning campuses. (It was designed by Thomas Jefferson.) Like other public schools, UVA is much less expensive than many comparable private schools: about $22,000 for tuition, fees, and room and board. The loan burden is significant for many students, especially those from out of state. But on average, UVA graduates still come out with less debt than most students nationwide. Financial aid doesn't always meet all demonstrated need, so it may not be the best choice, depending on how the school assesses your finances."
